Keizer Police took over the investigation of a crash on High Street SE after Salem Police discovered the man driving the pick-up truck that struck and killed a cyclist was an on-duty DEA agent. Officers with the Salem Police Department responded to the crash at 3:45 p.m. March 28 near Leslie Street and High Street SE just east of Salem Public Library. The cyclist, 53-year-old Marganne Allen, was taken to Salem Health, where she died from her injuries. Allen was the program manager for Oregon's Agricultural Water Quality Resources department, according to state records.
