A 19-year-old who went underwater and didn't resurface in the Willamette River at Keizer Rapids Park was pronounced dead on Sunday, according to the Keizer Police Department. Filemon Villavisencio Santos was swimming at the park Saturday when he jumped off a dock and never surfaced, police said. Witnesses told first responders that Santos, who was not wearing a life jacket, had been under water for about 10 minutes when officer Iliya Kuzmenko arrived at approximately 5:52 p.m. 'Kuzmenko jumped in and, with several other park patrons, recovered his body,' a news release said.
