An analysis commissioned by the Salem-Keizer Public Schools governing board has determined the district's elections are not racially polarized because voters do not choose candidates based on their race. The board commissioned Redistricting Partners, a California-based consulting firm that studies racially polarized voting, to conduct the analysis after some accused the district's voting process of being discriminatory. Salem-Keizer board directors represent specific zones but are elected by voters across the district.
